The number is not standardised

“Small group” is a marketing phrase before it is a specification, and on the Great Ocean Road it covers a wide range. On this site it runs from a Mercedes-Benz van capped at 15, through the common 24-guest minibus, to a “mid-size” option that holds 35 and is still sold as the small-group alternative to a full coach.

So read the number rather than the label. The operators who cap at 24 say so plainly in their inclusions; the ones who do not name a figure are usually running something larger.

Where the difference actually shows

Not really in the vehicle. A coach seat and a minibus seat are both seats, and several of the coaches on this route have better legroom than the vans.

It shows at the stops. Kennett River is a roadside pull-in, not a facility; twenty-four people spread out along the trees and find koalas, forty-five people become a queue behind whoever spotted one first. The Maits Rest boardwalk is a narrow one-way loop, and a large group walks it in single file at the pace of its slowest member. At the Twelve Apostles the platforms are public and already busy, and arriving as part of a forty-strong block means you are competing with your own tour for the rail.

It also shows in how long everything takes. Every stop ends with a headcount. On a small tour that is thirty seconds; on a full coach it is a recurring five-minute tax on a day that is already fourteen hours long, and it is taken out of the time you spend at places rather than the time spent driving.

And it shows in access to the guide. On a minibus you can ask a question. On a coach you listen to a microphone — or, on several tours here, to recorded commentary through an app.

What it costs

Less than you would expect. The 24-guest tours on this site sit around $100 to $115, against $35 to $57 for the big-coach options — a real difference in percentage terms and a small one against the cost of getting to Australia. The genuinely small vehicles cost more: the 15-seat van option and the private tours start around $617 for a group of up to three, and climb from there.

The Otways walking tour is the outlier worth knowing about. It runs small because the itinerary demands it — a four-kilometre track and a cliff staircase do not work with fifty people — and at 4.9 it is the highest-rated tour on this site. It also has no hotel pickup, which is the trade.

Who should not bother paying for it

If your priority is covering the whole route at the lowest price, and you are content to see the stops rather than linger at them, a large coach does that perfectly well and the saving is real. The scenery from a coach window is identical.

Pay for a small group if you want to ask questions, if crowds wear you out, or if you are travelling with someone who needs a slower pace than a group of forty will tolerate.
